We have received a telegram from J. 0. P. Bland:

nitely informs the British Minister will not agree to
control of Loan Funds or Engineers certificate insists
upon immediate firm offer based on his conditions, in-
timates if we refuse others will agree to.
The British Minister fearing German competition
anticipating on account of political exigencies it may
be necessary though regrettable eventually concede fi-
nancial Loan enquires whether the British and Chinese
Corporation are prepared to abandon conditions.
In consultation with M. Casenave, E. G. Hillier,
I am (we are) of opinion Chang Chih Tung proposal un-
acceptable to the British and Chinese Corporation of-
fering prospect of trouble with no profit.
